It is not to early, I find that they are too hard to target in a lake look for some little tiny pond that looks like it may have no fish in it, you should find a bully with in 5 minutes, or leave it alone, find the next prospect.

Oh yeah, they're out and about man ... just gotta find the right lake or pond for 'em. Blake's advice about finding a smaller pond or lake is good advice, although you can have measurably good success if you know a certain lake well, or ask around ... people fishing on lakes (especially kids) will be able to tell you if bullies are in that lake, and/or where they're at.

If you don't mind me askin, why are you targeting bullies? For flathead bait, or for the dinner table?
