If you win the lottery but don't buy the license, you don't accrue a point but you don't lose them either. Basically, say you have 1 preference point when you apply, three things can happen:1) Unsuccessful, get another point (2)2) Successful, don't buy license. Get nothing (1)3) Successful, buy license. I could be wrong though. In the past I know that they only sold licenses over the counter if they had more tags than lottery applicants. Up until a few years ago you could even bait without a tag.
