?? about Lottery Zone Muzzleloader License

I planned on picking up a MZ tag for this upcoming weekend (12/5, 12/6) if I didn't fill my shotgun tag. I'm in zone 219, a lottery area. I just happened to pick up the regs book yesterday and found this -

MUZZLELOADER REGULATIONS

• In lottery deer areas (where either-sex permits are limited),

muzzleloader hunters must apply for and receive an either-sex

permit. The application deadline is Thursday, Sept. 10. If you are

successful in the lottery, your permit will be valid for an either-sex

deer during the muzzleloader season only.

• Hunters may buy both a firearm and muzzleloader license.

Did I really have to apply for a muzzleloader permit back in September? If so, that part of the regs states the tag is good for any sex.....but then if you read further down the page the regs state this -

LOTTERY DEER AREAS

A list of lottery deer areas is on page 71. All hunters are limited to

taking one deer total and muzzleloader hunters can only take an antlerless

deer if successful in the lottery. The application deadline is Thursday,

Sept. 10, 2009. Bonus permits are not valid in lottery deer areas.

That part of the regs say antlerless only if successful in the lottery.

Why would a MZ tag be lottery only in these zones? If you haven't filled any tag yet what is the difference? So I guess I just want to know....can I still just go get a buck tag over the counter? Can anyone clarify?

if you are in a lottery zone you had to apply for a doe permit for Muzzleloader this year, if you got a doe permit for gun and didnt fill it its no longer any good, one of the new rules this year, they cut back on doe permits this year and that was one of the new chages

Don't quote me but I think the lottery was for an either sex tag. Since you missed the deadline for the drawing it would be buck only mzl tag. I could be wrong! They need to bring deer numbers up and they need does for that.
