What do the rules state in this example, say we arrive at the event on Friday, can we fish Sat morning, as long as we are at the starting dock by noon with an empty live well?

No pre-fishing the lake the day of the event. It was in there last year, somehow we forgot to put it in this year. You can fish all you want on Friday.
