Little help making eyes bite?

I have my house out on a small south metro lake in about 19 FOW. The past couple weeks the walleye bite has been pretty good, although nothing larger than about 13", which is fine they are nice eaters. But the past few days out there I have been marking fish, but they just come up to my lure then disappear. I have tried differant jigging methods, lures, darters tipped w/minnow head, everything... And I cannot get them to bite. I know there are some very talented anglers on here and I would very much appreciate any tips I can get. Thanks fellas!

Have you tried a minnow on a plain hook and bobber? Sometimes the flashy jig draws them in but they hit the bobber instead. Try jigging one hole and a bobber setup in the other hole.

Don't take this the wrong way but: is a 12-13"fish an eater?

Maybe set your sights on the 14-17 inch fish.

When they are sniffers like that, I will usually downsize. It does not always work, but more than once I have gone down to crappie size jigs and come home with walleyes.
