Is this a true or hypothetical story? Was it actually 7ft or was it 20ft. I think people tend to exagerate on the proximity of other fisherman more times than not. Were there a lot of other people in the area (a.k.a. "fishing village") or were you alone on a spot. Did this person go around with a flasher and check holes after drilling, or did they throw a tip-up in the hole right next to you after drilling around you? If it was the former I would say it was someone new to the sport that has not yet learned the etiquette of ice fishing, hence drilling at prime time. If it was the latter, it would be an obvious intrusion of a fellow who thinks you are on "his" spot. Either way, I would say something. Talking to the men in blue will do nothing for you.

i wouldnt pull him out of the ditch cause its illegal to pull some1 out of the ditch unless you have the proper flashing lights and safety vests.

One way or another I would just help the guy out. Life is too short to stay peeved at somebody for something like that. You could go home feeling good about yourself knowing that you helped somebody out despite that person being less than perfect.
