Yes it's New!

10- and 11-year-olds can hunt big-game animals without a license or firearms safety certificate, provided they have direct supervision from a parent or guardian who is licensed to take big game.

The rule also requires the parent or guardian use their license to take any big game taken by 10- or 11-year-olds. In the past, children 11 and under could not hunt big game; now that restriction applies to 9-year-olds and under.

Twelve- and 13-year-olds have to have a big-game license, a firearms safety certificate and be accompanied by a parent or guardian.

Department of Natural Resources officials say the new rule should be popular among parents who want to take their kids deer hunting. The Minnesota Legislature passed the new rules this spring.

Honestly, it is about time. Just about every state in the south already has this rule. I don't mind giving up my license to my kids. Just make sure your kids are practicing and being extremely safe. Another way to keep them away from the tv and video games!!
