Can I legally bring preserved minnows across the border? I saw some at gander and you can get big pack of them for less than 10 bucks.

It is my understanding that we can bring preserved bait but not live minnows or leeches. I also believe live crawlers are okay but they must be contained in commercial bedding (no dirt).
