Selling Bait Question

I wasn't sure where to post this...and for whatever reason I could not create a new topic in the Ad's section...so here it goes.

If you sell your own bait that you caught...be it nightcrawlers,

minnows or whatever...do you need a vendors license?

From what I can understand in the regulations for Minnesota, the answer is yes. I think kids can catch and sell a certain amount of bait before they need a vendor permit, but for anyone 16 and over, you would need a permit.

Now for Texas, I am not sure what the laws are. I know that right now, there is a ban on transporting minnows accross state lines (not sure if it is for all minnows, or just those for resell) and that is making it very difficult to find shiners here in Minnesota. Most (about 95%) of the shiners we use here come from the fish farms in Arkansas. My uncle owns one of them down there and it is becoming increasingly difficult to make a living doing it with all the regulations that are being placed on them.
