Preference level??

What does this mean, it said mine was 1

It means that you have the lowest preference level for drawing a permit. Everyone applying for the first time and those that got drawn the last time they applied are in level 1. The higher your level, the better your chance of being drawn. But, that can depend on the season and zone you apply for. Of everyone that applies for the same time and zone, the people with the highest preference level will get chosen ahead of the lower level.
