1990 Indy Trail Brake question

Does anyone have any experience in replacing the brake system on these sleds? My brakes locked up while ice fishing. So, I took one of the brake pads off to alleviate the pressure. Is this a fairly easy repair for a novice mechanic or shouild I take it to a dealer.

Thanks for any advice.
