I've caught plenty of walleyes this winter on everything from spoons to swimming baits to a leadhead and minnow but if I put anything down there that glows they ignore it. Maybe it's the lake I'm fishing or maybe lack of snow on the ice has something to do with it. Crappies are just the opposite, they seem to like the glow. A lot depends on the lake, because different lakes have different personalities. And "glow" isn't very specific. You can go as subtle as a glow bead above a bare hook to a big honking glow rattle spoon, and anywhere in between. Is it the glow that puts off the fish? Hard to say, based on the info you've given. In general, and I mean IN GENERAL, glow works well in low light conditions on species that bite during low light conditions, and glow generally works well in dingy or stained water during the day on all species, because it makes your offering more visible. Sometimes, fish are neutral or negative, and glow might be too much for them. Sometimes they're so negative they won't bite on the most subtle presentation. Experiment.
