Need Chase Calrifcation

I'm a little confused. On nascar.com there is an article about who will be the 13th place driver when the chase starts. I thought the top 12 drivers get in Automaticaly AND anyone with wins. Because Tony Stewart had wins last year and he missed out. So if everyone in the top 12 has A win and 3 or 4 other drivers have Wins dont they get in too.

Starting in 2007 after race 26 the top 12 drivers plus ties are given 5000 points AND 10 extra points for each win that driver has.

Wins do not put you in the chase, only the top 12 or anyone within 400 points of the leader.

Actually the 400 points means nothing now (not that it did before). It is just the top 12 drivers.
