I'm not an expert, but isn't there a shift wear plate in the lower end that can, just like a clutch on a car, wear out? What kind of motor is it? Did you try disconnecting the shift linkage and shifting it manually if possible back at the motor? Like I said, no expert just something I may try.

Are you able to manually shift it at the motor? If you can than its a throttle cable. I've had to replace a few of them and they're pretty cheap but connecting it to the throttle can be a little tricky depending on what kind of set up you have.

As they suggested try to disconnect shift cable at motor and try. If motor shifts fine it's a cable or remote issue.

There is no wearing part inside lower units, no clutches or else, just gears.

When you drained the lower unit when you winterized it did you use the drain and vent plugs or did you accidently remove the pivot screw? If you took that screw out a total disassmbly of the lower unit will need to be done. Remove lower unit and try shifting it down there and see if it will shift.
