Steering Rattles?

I have a 99 Polaris XC 500...

I noticed that under the hood on the steering column there is a bracket that holds the steering in place. But in that bracket, there is a collar that holds it in place even tighter, so that the steering does not rattle. Anyway this collar has jiggled out of that bracket on my sled... Any one know if it's safe to tack weld that back or is there another better fix...
