MN Trout Stamp Rules?

I wish to enter into the Mn trout stamp contest. But, after searching around on the MN DNR web page and finding nothing I'm a little frustrated I just want to know the basic rules that are involved. Such as species of trout/salmon accepted, size of the canvas, judging dates, etc. If anyone can possibly point me in the right direction to some answers, I would greatly appreciate it.
