Its in the lower unit. There is three bolts/nuts holding it on. There is also a small acces panel on the side (held on by two screws) that needs to be removed and a bolt inside loosened. Then the unit will slide down and the impeller is inside the black plastic piece on the top of the lower unit. I believe there is two screws holding this on. Very easy project.

Before tearing off the lower unit i would make sure your tube where your water spits out is not pluged. (see it happen alot) if you do have to tear off the lower unit an replace the impeller i would also replace the housing. I think you can go to www.evinrude.com and get a break down of the lower unit that should help you out our you can buy a clymer manual that runs about 30 dollars
