Check to see if the spring is broken but still attached. On my augur, a eskimo with the tecumseh 300 engine there are 2 springs. One is on the throttle shaft on the carb and it forces the throttle open. The other is on the throttle handle and it forces it closed. See if the appropriate one is broken and thus not working and then replace as needed. This engine is very common on all augurs and comes with 3 different carbs so you will have to know which carb or bring in the entire serial number to your parts supplier. They only cost a couple of bucks each and are easy to replace. Hope this helps.
