Bear DNR Site Tag

Has anyone that has a site tag for bear looked at it? It reads: "Attach string/wire to animal as specified in regulations; REMOVE BACKING and fold tag over both ends of string/wire" Then, in the 2005 Black Bear Hunting Information booklet that the DNR sends to all sucessful lottery winners it goes on to say: "The tag must be attached in such a way that it cannot be removed" I know what they mean. I have taged a few bear and dozens of deer. However the problem is this. Has anyone tryed to remove the backing from the tag. Three of us looked at this and tryed. Something is wrong here, because I swear that the backing can't come off. Has anyone else looked at this?

Interesting. I just went out and grabbed mine to check. Mine states on it "Attach wire or string to animal as specified in regulations; place wire or string through one of the die cuts in license and tie tightly to animal".

Looking at the tag I can in fact see a die cut hole in the top of the tag for allowing a string to pass through. You may want to double check yours. This is indeed different than any of the deer tags I've used in the past.
