Walleyes below Hastings Dam

Where the Croix and Miss meets, how far upstream on the Miss towards the Hastings Dam until you can't keep walleyes? I know on the Croix side it's up to the railroad bridge which is just right there but I'm unsure on the Miss side due to the "up to the first railraod/bridge" rule. Also because I saw a sign at the hasting park launch saying walleyes aren't open year-round. That confused me even more. Lets say that it is open year-round to keep below the first railroad ridge but your only route back and where you launch from was in a section that isn't open. What then?

not sure if this helps, but on the Mississippi, the section from the 494 bridge to Hastings is closed, if i member right
