Whitewater is a good place to go for the opener.

Worms will definitely work to catch fish, but there are "no live bait" regulations on the Middle and North branches. When you buy your stamp, be sure to pick up the new trout fishing access book. It's free and has the new regulations detailed very well by stream. You'll have no problem knowing what stream you're on when you see the map. The gas station in Elba will have worms on hand to sell you.

Live bait is allowed in the lower end of the middle branch, from the group camp in whitewater state park on down and also in the north branch from the lower fairwater crossing to the mouth. As WxGuy stated, get the new Trout Angling Opportunities in Southern Minnesota booklet and the maps in there will make it clear where the boundaries are for fishing with artificials vs live bait, and catch & release vs slot limits, vs harvesting any size.

I love going down to Whitewater in the spring! It's beautiful and the fishing is usually decent. I've never done great, but have always caught my share. I go right into Alba and stop in the bars to see the pictures of recently caught trout on the walls, it always inspires me!

It's been about 3 years now, since I made the trip south, but I love it down there, any time of the season it is beautiful.

We used to camp at least once and most years twice, at the Whitewater State Park Campgrounds...we got trout everytime we went.

You may have to hunt around a few different spots, but the trout are there, the pictures at Mauers tavern will attest to that!

We were/are bait fishermen when it comes to trout and we would all our fish on crawlers, you don't need them two foot long suckers, small crawlers work just fine. Tried redworms and done alright in the pools, never plain old gray angleworms...they might work though?
