Pheasant Stamps Can I mail with them

Last year when I purchased a late season Pheasant stamp I used the printed thing as my stamp for a few times I went out and eventually the DNR sent me two pheasant stamps. I never signed them because I never used them hunting, my question is are these usable as Postage Stamps unsigned or signed? I'd think no on State stamps and yes on Federal stamps. Any postal experts out there?

I would put them away for awhile, A few years from now some collector will be looking for them and you can make your money back + a tad bit more. Or save them for your kids or grandkids, maybe one of them will be a stamp collector...
