Do these guys have warrants or something like that? I cant beleive that anyone cannot afford a fishing license if they can afford to drive to the lake. I dont know the consequences of not having a license, but I bet it's just a fine, so I would tell them that it's 90 days in jail, $1000 fine, loss of priviliges, and possibly loss of vehicle, print it up on a piece of legal looking paper and serve that to them. I know what you meen but the C/O would have a hard time trying to prove that one. If the other person was not fishing. Guys this is only my judement.
