Onboard charger help needed

I am trying to find info on a Neptune Dual Phase II onboard charger. I have the owners manual, this is NO help. The 800 # has been discontinued.
Anyone know anything about this company?

I have a Neptune Dual Phase with an owner's manual dated 1993. I have not used it in the year I've had it and unfortunately the original owner passed away. I have not used it or the 24-volt trolling motor that attaches to the large outboard as I know nothing about them. I would be willing to learn more as well. This unit must have been pretty good for the old boy to have installed it as he was very particular with his marine equipment. The StayNCharge equipment is starting to sound worthwhile to me...

The problem is simple. It does not charge. The lights are on indicating that there is charging taking place. But the batteries do not charge up.The unit sends out 24 volts to the trolling motor, and it does not allow the trolling motor to run if the charger is plugged into 110v.
So, some aspects of the unit work. I need a troubleshooting guide and wiring diagram to do some diagnosing.
Any helpers out there?
