Plug question

Had a feller tell me today that you dont have to have your plug in when pheasant hunting Minnesota.("Minnesota lets you take 5 shots? No way!")
I THINK I heard something like this for South Dakota, but I cant imagine this would be true for MN.
Can someone clarify.

No you do not need a plug for small game other tham migratory waterfowl.

I believe it is a Federal Law that when hunting migratory game birds you have to have a plug in your gun. A plug is not required in SD for pheasant hunting.
