Because they are chokes for waterfowl. They expect you to be shooting steel choke. Therefore, you need to consider the constriction one size tighter than marked. A Traditional Modified choke is considered a Full Choke in a duck gun with steel shot. Manufactures are beginning to label waterfowl chokes with close, mid, and extended designations to make it easier and less confusing for the consumer. 

The choke you mentioned is traditionally considered an IM choke. But in a duck gun shooting steel shells it's actually a full/extra full choke constriction.

Neighbor guy is 100% right.  I have the patternmaster extended range and it is the same specs as your choke.  My father continued to shoot a full choke when waterfowl went to non toxic and I remember him having a piece of angle iron in the vice in the shop with his choke grooves in it holding the barrel and trying to twist out a wrecked choke tube.  When he got it out it was nasty looking but he managed to save the barell.  It is also recommended by many choke companies to not shoot BB shot or larger through a full waterfowl choke.  If you pattern it you will have a better idea of the distance you can shoot.  I have three patternmasters, close range, duck choke (mod) and extended range and with 3 in 2 shot the optimal to 30 yards, 45 yards and 60 respectively.  I never take shots over 45 so I save the extended range for greater canada geese.  Hope this helps!

Thanks guys that makes sense. I think the imp mod should be perfect for what I'm after. The concern I had was on my last gun the full was a .700 which patterned great. This choke I bought says its good for any size load at any speed. I'm leery on that though
