Water sitting in I/O or Inboard?

Question

If memory serves me correctly there are some I/O or inboards that always have water sitting in them unless you do a thorough multi step job of flushing.

Correct?

Wouldn't this negate the inspections the DNR does for invasives as contaminated water will be in the I/O inboard unless you perform a 20 minute + flush.

Correct?

Wrong?

A typical IO engine holds 2-3 gallons of water in it, all of which gets transported from lake to lake (Unless you flush or drain all of it - which is winterizing) now you can argue that the water is at a temp of 160+ degrees and would kill any living thing in it.

However there is about 1/4 gallon of water in the out drive when tilted up. Unless it's tilted down it before leaving the ramp it also gets transported.
