I believe you can do it by going up the St Louis river above the estuary towards Cloquet I have not done it but have seen it on fishing show and it was all from shore.

Go west on HWY 2 to Brookston. Go into Brookston to the RR Track which parallels the river. There is a road that heads west out of town. Drive a couple of miles out of town and you will start seeing pulloffs where people park to fish. The best spots are below rapids or riffles. Rig a river sinker with a circle hook and a large frozen shiner or live minnow. Good Luck. I've also drift fished it with my canoe and had some really decent luck. I've had the best fishing right before and after dark.
