is the water pump working?

not sure if i have a problem or not. 1977 25 hp evinrude. when wide open or at idle the stream is steady not super strong. sometimes and i mean sometimes it sputters but keeps pumping i was told when i got this that water went through the water hole and out the exhaust and that if i didnt see alot coming out of the water hole but the exhaust it was ok. i also cleaned the water hole out and held it closed with my finger for a few seconds each time it streamed good. after a hard run if i put my hand under the stream it is very hot almost burning rev it up a bit cools down. when i check it during trolling feels cool. head seems hot to touch but not scalding i wouldnt want to leave my hand there long. runs good other wise the stream just seems weaker than other motors i've had i thought about taking it apart myself and replace pump but i dont think i could do it. if you guys think its nothing i'll just leave it. i was told it had a new pump when i got it but who knows. also how much, average, just a ball park. how much would it cost to get fixed under $200 bucks or am i in for a huge bill sorry so long but this motor is starting to lose its allure and i need to give all the facts

I'm not saying it's the same as mine, but I had a 88 Evinrude 30 that acted like that. The mechanic quoted me $85-105 to replace the pump but he found some other things that needed attention (surprise) and it ended up around $150.

How long has it been since the pump was replaced? It's recommended to replace it every couple of years, yearly if used heavily or ran through shallow water often.

Water pumps are pretty easy to replace if you're handy, and getting a good repair manual also helps a lot.

Ditto. The parts for most are prolly about $12-$30 and common hand tools get it done. Two sets of hands are helpful, and youtube vids do a good job of explaining it.
