I am going to laminate some 1x6 oak into 32 inch pieces and then rip them in half. Is it better to laminate first and then rip or rip and then laminate. I think I am supposed to reverse the grain when laminating.

Laminate (face to face) or are you talking about edge gluing them together to make one large panel? If you cut them first it's kind of hard to glue and clamp and have the ends actually stay where they are so I'd suggest the glue up, then machine the wood to specified size after it's glued, scraped/planed or whatever you got to work with. You'll only have to cut off the ends once instead of both ends of both pc's. Yes- alternate grain pattern looking at the end of the boards so it looks like (UnUnUnU) instead of UUUUU so the whole thing doesn't end up cupped in the same direction like a pc of gutter. :-)
