There was not enough time between the legislation passing and this year’s licenses rolling out to make it work for this year. (actually, the legislation may have passed after this year’s licenses were available for purchase… I am not 100% sure on the exact timeline) Not sure if they are going to reimburse the people who bought lifetime spearing licenses though?
