When is prime time for close-up sitings near Winona or closer to Mpls?

The lack of a cold winter has pretty much messed that up. What makes for good viewing is a cold winter were most of the river is froze so they have a limited amount of open water to fish. We had 3 Eagles by us while fishing up by Ely this weekend.

I saw 15 sitting on ice off of 90yesterday on our drive to Sparta if thats any help

I live near a nest in the south metro and they are sitting on eggs now. I have a friend who had a large group of eagles on her lake near Hastings last year at this time, but hasn't seen any numbers this year yet. Food is much easier to find this year.

I was at Colvill Park at Red Wing yesterday for a few hours, and though I saw quite a few, they were happy to just ride the thermals all afternoon. They just hung up in the clouds and enjoyed the weather.
