The large screw with the spring (if it is the one I think you mean) is normally the idle speed adjustment screw. There is no set amount of turns other than to get your idle speed at the proper RPMs. Out will lower idle, and in will raise it.

In order properly to sync the carbs, they both need to be set the same, so the slides are open the same amount at closed throttle, then the cables need to be adjusted so the slides move up at exactly the same time when you squeeze the throttle.
