bait bucket do i need to change water when i'm out?

You should be able to get by with the water from the bait shop in the bucket, which is legal. When you're done fishing, bring it home in the same water, and change it over to well water (legal) or tap water that has been treated to remove the chlorine (legal)

If moving from one body of water to another, dump the water from the first lake, and replace it with water from the current lake.

You do not need to do this if a river flows from one into the other.

This should be done on shore.

Many knee jerk reaction laws were imposed in the last few years, and sanity is starting to prevail.

to my understanding you only need to change water if you are fishing in a infested lake(most current list can be seen on the DNR HSOforum). the exception I believe is if there is only milfoil in the lake then you didn't need to change the water(may be wrong but this is what I think I read about it). I don't see why it is a big deal in the winter because most people that I know don't put lake water in the minnow bucket. I know the one local bait shop has now been adding a blue additive to their water. it is clear to see this is not lake water. so the best way to avoid this is to fish on lakes that are not infested.
