Lifetime Deer Hunting License Question -Non-Resident

A relative of mine currently lives in MN but recently sold his home and in the coming weeks will be taking up residence in Fargo, ND.

He's tried a deer hunt in ND before and last year had the chance to give deer hunting a shot in MN. What didn't thrill him about the ND hunt he had an absolute great time in MN.

He called me last night asking about the lifetime fishing and deer hunting license. I knew the answers to the lifetime fishing, but have no idea on the lifetime hunting?

My question is, when he purchases the lifetime hunting license, he'll have to treat it as being non-resident. The purchase of the license allows him the ability to a license but any "rules" laid out pertaining to does and bucks for non-residents would apply?

Just go to the DNR HSOforum and search for lifetime license and it comes right up. Here's info from the application you can get when you search as noted:

RESIDENT LIFETIME LICENSE IS VALID EVEN IF THE LICENSEE MOVES OUT OF STATE:

A resident Lifetime License remains valid even if the license holder moves out of Minnesota and becomes a nonresident. However, once you become a nonresident you are only eligible for the specifi c Lifetime License you had purchased as a

resident. You are not eligible for any other resident licenses or resident opportunities. Resident licensee’s that move out of state must contact the MN DNR to update their address and customer record.

I don't believe their are any different rules. Non-residents have the same limits as residents and can apply for the same lotteries as residents as far as I can tell. I guess always being a resident I've never looked into it, but don't recall ever running across any differences.

If your buddy is still living in MN I'd suggest he get those lifetime licenses NOW. The non-resident price is much steeper.

I bought a resident deer and sportsman license before moving out of state... Been using them as a non-resident since. Saves me close to $300 a year between the 3 licenses. It was if I remember a significant pill to swollow ($1300?) but it is paying off handsomely now. I now hunt MN and WI for $25 (WI tag) a year for my deer tags... nice!

I also bought my son 1 lifetime fishing and small game license for his 3rd birthday... When you buy them before the age of three they are pretty cheap... he is now covered for those two licenses the rest of his life. He won't understand the full beauty of the present for a couple more years... at 14 he knows he has it, but doesn't understand the benefit yet.

Make sure he buys it now before he moves. The non-res. lifetime is pretty steep.

I bought the sportsman license before moving out of state and am kicking myself for not getting at least the archery also. I know others who have gotten the lifetime for deer and moved out of state and its now no different that being a resident. Go to the counter and show your lifetime card, they swipe your drivers license and print out your tag. I'm not sure how it would work with doe tags and applying for them but I would think it would be the same as a resident would have to do.

I just moved to Iowa and bought the lifetime archery license before I left. It takes a couple weeks for the paperwork to go through, so I would recommend getting it in asap. You can't just buy it at a store like a regular license. It will pay for itself in 5 years for me so its worth it.
