i can't find the law on this situation so i need some help. i know a guy (lives in mn.) who wanted to fish the st.croix during the state shutdown but didn't have a resident lisence,so he thought he would be smart and got an out of state one and fished the croix and continues to fish the croix almost everyday. i told him he is illigal and every walleye caught is illigal because you need a license from the state you reside in to fish boarder waters. so what is the law and where can i find it, i think i'm right.

From page 48 of the regs:

Other Borders: Minnesota has a reciprocal agreement with each of

its bordering states: Wisconsin, Iowa, South Dakota, and North Dakota.

Residents of Minnesota or a bordering state may fish throughout the

waters bordering the two states only if they possess a valid resident

license from their resident state. Nonresident anglers who have a nonresident

license from either Minnesota or the bordering state may also fish

throughout the border waters between the two states.

I think it is the second part regarding nonresident anglers that may be confusing your friend. He is probably thinking that since he is not a Wisconsin resident he can get a nonresident license from Wisconsin and use that. In regards to the St. Croix, because of the reciprocity agreement, nonresident would have to be from a state other than Minnesota or Wisconsin. If he is a Minnesota resident and he is fishing the Croix he needs a Minnesota license.
