willow shoots

Have willow shoots coming up for 15 years now in an area where fill was placed over some willows. What can I dip those willow shoots in to kill the buried mother organism that keeps sending shoots up in my garden?

Roundup. Garlon, any type of heavy duty brush remover. Willows are such a weedy tree and clearly have enough water in this location. You have to kill it systemically.

Round up will only kill the top growth of the shoots.

You need a brush killer and paint it on the "stumps" full strength.
