Bear licences

so it turns out i got busy this spring, and went to apply for my bear license but once i got there i realized i was a late. so i was wondering if they sell surplus licenses for bear? i hunt in area 51 and couldnt find any info on their HSOforum. any info would be greatly apprecited.

nope, they were going to try and pass a law that allowed this but it was i a package and the whole thing got shot down so no surplus tags this year.
