What should i expect to pay for a 2000 to 2003 16 ft lund rebel or similar in another brand with a 40-60 hp motor and trailer?

If you know more specifics on the boat and motor (Make and model of both) I think the NADA HSOforum has a place to look up boat/motor prices.

The NADA is usually low for what we pay for boats around here (supply and demand I guess). The best way is to follow the boats on Craig's or any of the dealers for a while, you will get a good feel for what the right price is.

With a boat like that so much of the cost is going to be motor and accessories. I Would say from 4-10k.

Casey and Chode nailed it. When I was looking last spring, I just spent time every week reviewing the boats online. At the least, you get an idea of what people are "ASKING" for different kinds of boats. NADA and talking with people will help you figure out what they are actually "SELLING" for. Remember - people often price their boats the same way, by looking at what everybody is doing. So don't be afraid to bargain and negotiate.
