Sunnie, that name does not ring a bell. I have not read or heard of him before that I can recall. Do you think it could be Hovney versus Hooney? If so there was one guy I read about in a Donald Peterson book that had a short lived but interesting decoy carving career. I wonder if he also made a few spears. I will dig up what I can find and let you know if there could be a connection.

He was a farm kid outside Melrose that made about a dozen or less for friends and relatives. I've seen two, one my dad has and another guy had one at Ham Lake 3 years ago and his name was Hooney and he got it from his uncle. So this truley is a needle in a haystack. Thanks for looking for the information.
