I double checked with our local CO this weekend and his understanding is the same as St. Paul's. He said the only thing that is a sticky issue with him is when there is a licensed person spearing and then someone just "fishing" without a spearing license with the only spear located between the two. I can understand that i guess because who is to say that they aren't sharing the spear.
