Maybe. But isn't that the way the law works? It's not about opinion it's about the letter. I personally believe as you do. In fact, I believe the intention of the law is not to require all hunters to be packing. I believe the intention of the law in the context that it is written is an attempt to clarify that archery hunters and firearms hunters cannot be part of the same party. But, I just wonder how the courts would decide based on the word of the law.
