Trane XE1200 -- AC unit

Purchased foreclosure. Tried to turn on A/C unit. There is power to the unit as you can hear it try to turn on while standing next to the unit. Nothing else happens.

Possible problems?

Is the compressor starting or is it the fan motor you hear making noise? How long does it make noise before it stops?

I ask this as the compressor has to run long enough to build head pressure. These compressors are fairly quiet, but they make enough noise to know they're running.

Will the fan spin by hand?
