boating operator safety certificate - for 2009 - all provinces?

I probably missed this discussion...and my search failed to locate it, but I've heard that "In 2009 all boaters will be required to have a boating safety certificate."

Is this correct?

So, folks coming from the states (e.g., Minnesota) should acquire a boating safety certificate before coming to Ontario/Manitoba/Sask this summer...?

Boat operator safety course links (I AM NOT advertising for any of these...I hope this is not inappropriate). I am only posting these for information about "what is a boat operator safety certificate" and where to get one:

www.boat-ed.com/ - this is a free online course and $15 exam that is good for 41 states. You pay when you pass the exam.

www.boatingbasicsonline.com/course/boating/index - this is another online course good for most states

www.boaterexam.com - this is a Canadian course with a US site that has courses for some states. It is more expensive than the two above alternatives ($49.95 for online exam)

This is what I've found.

Date at which proof of competency is required *

How this applies to operators** of pleasure craft fitted with a motor and used for recreational purposes:

All operators born after April 1, 1983, proof of competency required on board by September 15, 1999.

All operators of craft under 4 m in length, including personal watercraft, proof of competency required on board by September 15, 2002.

All operators, proof of competency required on board by September 15, 2009.

* These requirements apply in areas outside the Northwest and Nunavut Territories at this time.

** Applies to non-residents operating their pleasure craft in Canadian waters after 44 consecutive days. Operator card or equivalent issued to a non-resident by their state or country will be considered as proof of competency.

I think it only applies to non-residents if you are operating your boat more than 44 consecutive days.

I spend six weeks a year in NW Ontario with my own boat and had to do some digging to see what this was all about. Don't have to worry until I retire to get above the 44 consecutive days. I'll just have to not fish from the boat on the 44th day.

The size limitation was relating to having proof of competency on board as of 9/15/02. All operators of pleasure craft will be 9/15/09 except for non-residents under 44 consecutive days.
