the rocks on or in lake birmidji are to keep the lake shore from going into the lake and for the walleyes and the black tarp is called riprap if you put tar paper in the lake it would NOT be a good thing..

FYI...I work in the engineering field and the "rip rap" is the rock and the black "Tarp" is not tar paper, it is geotextile fabric and is not a pollutant.

I have been installing filter fabric for many years and we call it "toilet paper".

Hardwater,if you have been placing rip rap for 10 years you should know that rip rap is the rocks and not the fabric under layment.
