These are not "new" rules, they are just making wheel houses follow the rules that have always been there. I don't know why fish houses where overlooked for so long, but now their just making all trailers follow the same laws. I guess in the eyes of the law a wheel house is just another enclosed trailer, and basically that's what it is.

The above link is to a past post discussion on light placement for trailers. Not specifically fish houses, but it would pertain to your situation if you needed to put them on. It would tell you where and for what lenght and width trailer etc. There is a link in there about the 7th post down to the good diagrams.
