Stinger hooks on Tip-ups - whats legal?

I have my tipups rigged for northerns, with a purchased rig on it, it has a treble hook on the end, with a sliding stinger, all this is on a foot long cable arrangement, it actually works pretty good, but there is no spoon or bead or anything on it. Is it legal? If not, how do I make it legal?

If it has a treble hook the thing that makes it legal is either one of those little flappers like on the back of a sweedish pimple or a spinner something like that. It is kind of a gray area in the regs but you can only have a treble hook on a lure that can be used as a stand alone lure. What makes the jimmy rig or the quick strike rig legal is the little flapper or spinner then it is considered a stand alone rig that can be used without bait.
