I have a cable type steering system and I can hardly turn the wheel. I've greased the rod by the outboard but that didn't help. Any quick fix ideas?

Cable, like pulleys & cable, or a steering cable, a plastic sheathed cable w/o pulleys, etc?

If it's the later, I'd disconnect the drag link to the motor to make sure it's the cable (which it probably is), and rotate the steering wheel. If it's still stiff usually they're shot and it's time for a replacement.
