115 Yamaha Trim Gauge problems.........

I've got a 2001 Lund Adventure 17' with a 115 yammy. The trim gauge is stuck at the top. It will move down maybe 1/8 of the gauge when it is down all the way. Any thoughts on what this could be? Are these hydraulic or is there a sensor?

There's a sensor. There was a post not too long ago about this. It was an easy fix, if I remember correctly.
