where to find smelt or ciscos?

We are heading up into Manitoba, around Grand Rapids Manitoba, late May. Crossing the border at Pembina / Emerson Freeway 29 North Dakota and run through Winnipeg.

Would appreciate info on where to buy some smelt or ciscos to fish Pike.

I would think most bait shops on the canadian side will have cisco. Not sure about smelt. We can't use smelt on a lot of lakes in Ontario. You might want to peak at the regs, or get some info from someone who fishes that area.
